Bei aller wünschenswerter Deregulierung und Verlagerung der Verantwortlichkeit vom Staat auf die "sachkundigen Personen" ist es jedoch unabdingbar, dass grundlegende Vereinbarung über die Sicherheit von Gebäuden durch Anforderungen in der Ausführung getroffen werden. A kontrolliert nicht brennbar (z. B. Beton, Mauerwerk)
B unkontrolliert nicht brennbar (z. B. Stahl)
C kontrolliert brennbar (z. B. Holz)
D unkontrolliert brennbar (weiterhin als Baustoff nicht zugelassen)
